I had always assumed the point of 'The Stig' was that they'd just put whatever unfortunate member of the crew that wasn't needed at the time into the helmet and chuck him in the car, pretending that he was a single continuous person. Because, you know, after the Richard Hammond thing, they realised they could just send the crew member off on "permanent assignment to Channel 5" to never be seen again, stick a new crew member in the helmet, and nobody would be any the wiser.
